  19. <p>     The President wants to blame Congress for the S&L scandal,
  20. but his son keeps making headlines. Stories last week disclosed
  21. that regulators considered banning Neil from the business
  22. because of alleged conflicts that arose while he was a director
  23. of a Denver S&L that failed.
